Five municipality and one city from the province of Pangasinan (Sual, Labrador, Lingayen Binmaley, San Fabian and Dagupan City) implemented the area specific action plan under the project of Environmental Justice Sector Reform Program of Tanggol Kalikasan with the support fund from the Bureau of International Narcotics and Law Enforcement Affairs (INL) and US-Department of State and International Technical Affairs (USDOI-ITAP) in partnership with Pangasinan State University.

Priority project undertaken by the LGUs were Mangrove Reforestation in Dagupan City, River Restoration in Binmaley, Aquasilviculture and Mangrove Enhancement in San Fabian, Sual and Lingayen, Agroforestry, Mangrove planting and Aquasilviculture in Labrador.

Institute of Environmental Government (IEG) partners Pangasinan State University provide technical support on Aquasilviculture Program for fisherfolk organization and initiated an information and education campaign on the importance of mangrove and solid waste management to local community, stakeholders, and local government officials to ensure the sustainability of the project.
